Sustainable San Gabriel Valley Initiative

Sustainable San Gabriel Valley is an initiative adopted by the San Gabriel Valley Council of Governments (COG) to house its many environment-related programs. The COG’s Energy, Environment, and Natural Resources Committee oversees the implementation of the agency’s numerous environmental projects that bring resources and environmental benefit to the region.

Saving Energy

The San Gabriel Valley Energy Wise Partnership is a collaboration between the COG and Southern California Edison to bring energy savings to the region through innovative public outreach and energy efficiency projects. Cities are eligible to receive technical assistance and enhanced incentives for direct installation of energy efficient equipment.

The COG is also helping roll out the County’s AB 811 program which offers loans to homeowners and businesses wishing to install energy efficient or renewable energy equipment in their home.

Addressing Climate Change

An SB 375 working group, in coordination with the COG Planning Directors’ Technical Advisory Committee, interfaces with SCAG to represent our region’s interests and facilitate appropriate solutions to mitigate greenhouse gases from transportation and land use policy as well as other AB 32 measures.

Protecting Open Space

The COG Watershed Coordinator is working to protect the San Gabriel River watershed by linking projects and resources, enhancing open space, natural habitat, and water quality, and providing technical assistance to our member agencies.   Outcomes include GIS mapping of watershed conditions, training opportunities, and trail head improvements among others.

The COG is partnering with the San Gabriel and Lower Los Angeles Rivers & Mountains Conservancy and Los Angeles and San Gabriel Rivers Watershed Council to implement this program to the benefit of our member agencies and communities.

Promoting Water Conservation, Quality, and Reliability

The COG Water Working Group brings together a wide range of stakeholders to create a unified voice for regional water goals. The COG has adopted five regional multi-benefit projects which it advocates for at the State and Federal level. In addition, the Valley’s three water agencies have joined the COG Governing Board, providing insight and direction on issues related to water quality, reliability, and conservation.

Managing Solid Waste

Working with the California Product Stewardship Council the COG is educating communities about extended producer responsibility (EPR) and implementing pilot hazardous waste take back programs with local businesses in our region. EPR is helping to transform the waste management paradigm to move away from a local government-financed system to a structure that shares responsibility for end-of-life product management with all entities involved in the product chain.
