Tom King
President

Tom King is a Councilmember from the City of Walnut and was elected as President of the SGVCOG in July 2009.  Prior to this appointmennt Tom served as 3rd Vice President.  Tom was first elected to the Walnut City Council in 2002 and served as Mayor from July 2005 to September 2006.  He is a proud military veteran and former non-commissioned officer in the United States Army. He completed a 30-year career with the Los Angeles Police Department as an expert and supervisor in bombings and arson-related homicides. He is also a licensed CA PI. He obtained his B.S. in Criminal Justice from CSULA.

Council Member King serves on the Public Safety Committee of the League of California Cities. He previously served as the City representative on the San Gabriel Valley Council of Governments, and as a Director of the Los Angeles County Sanitation District. He is the City representative to the League of California Cities, and has also served with the California Contract Cities Association. He is a current volunteer member of the La Puente Valley Meals on Wheels Program.

 
Angel Carrillo
1st Vice President

Angel Carrillo is a Councilmember from the City of Azusa and was elected as Vice President of the SGVCOG in July 2009. 

David Spence
2nd Vice President

Dave Spence is a Councilmember of La Canada Flintridge and has served as 2nd Vice President of the SGVCOG since July 2009.  He previously served as President from 2007-2009.  He was first elected to the La Canada Flintridge City Council in 1992, and is currently serving his fourth term as Mayor. He and his wife have lived in La Canada Flintridge since 1969 and have two adult sons.

Dave is the past President of California Contract Cities, and also serves on the League of California Cities, the Southern California Association of Governments (SCAG) Transportation Committee, the National League of Cities Small Cities, California Joint Powers Insurance Authority Executive Board, the County of Los Angeles Local Government Commission and Metro San Gabriel Valley Transit Service Sector Governance Board. He is a graduate of Ohio Wesleyan University. 

Barbara Messina is a Councilmember of Alhambra and has served as 3rd Vice President of SGVCOG since July 2009.  She was first elected to the Alhambra City Council in 1986, and served as Mayor for three terms.  Barbara is also a member of SCAG's Regional Council and its Transportation and Communications Committee.  She is also past President of the Independent Cities Association.
